מחאה חברתית

בדמוקרטיה הישראלית הוכרה זכות לשביתה כלכלית הקשורה ליחסי עבודה ושכר, ואילו שביתה פוליטית, אשר מכוונת נגד מדיניות ונגד המדינה בכובעה כריבון, נתפסה מסורתית כשביתה אסורה. גם השבתה הֶתקפית מצד תאגידים ומעסיקים נתפסה לאורך השנים כבלתי־לגיטימית.

הגושפנקה שניתנה לשביתות פוליטיות במסגרת המחאה של 2023, חרף היותן מחוץ למגרש של יחסי העבודה, נבעה בין השאר מהתגבשות קהילה אפיסטמית המורכבת מאליטות פרופסיונליות־ליברליות, הכוללת אנשי אקדמיה ומדע, כלכלנים ורופאים, אשר תמכה בנקיטת שביתות ככלי למאבק ציבורי. קהילה אפיסטמית זו פעלה לצד קבוצות אליטה נוספות, ובהן אליטה כלכלית של מעסיקים, תאגידים ובעלי הון שתמכו בקיומן של שביתות פוליטיות וראו בהן מהלך לגיטימי. חלק מן הלגיטימיות של השביתות הפוליטיות נבע אף מכך שהיו מלוות בהשבתות פוליטיות, שגם הן תולדה של יוזמה מצד אליטות שונות.

גישת משאבי הכוח יכולה להסביר את התופעה של עליית השימוש בשביתות פוליטיות במסגרת המחאה. הגישה מתארת גידול בהפעלתם של אמצעים ארגוניים חרף ירידה תלולה בהיקף ההתארגנות, ירידת כוחן של מפלגות הפועלים ודחיקת ארגוני עובדים מהזירה הפוליטית. הגישה גורסת כי כיום יכולים ארגוני עובדים להיות פעילים מאוד בשביתות, אך בניגוד לעבר, הדבר מתבטא סביב סוגיות ציבוריות וחברתיות רחבות. לפי גישה זו, גורמים שונים מביאים לבניית יכולתם של ארגונים לפעול, ובהם רשתות קשרים עם גורמים אחרים. בהקשר זה יציג המאמר גישה חדשה – גישת משאבי הכוח התאגידית, שלפיה דחיקת ארגוני עובדים מהזירה הפוליטית בשל עליית כוחות ניאו־ליברליים מחזקת את יכולתם של התאגידים לפעול במסגרת השבתות פוליטיות, ומאפשרת לגיטימיזציה לשביתות פוליטיות שנלוות להשבתות. זאת בין השאר על רקע רשתות קשרים שנוצרות בין ארגוני עובדים לתאגידים, לקהילה אפיסטמית ולאליטות.

Political strikes and political lockouts: Can they co-exist? \ Lilach Litor

In Israeli democracy, the right to strike over labor relations and wages is legally recognized, while political strikes directed against the  policies and sovereignty of the State have traditionally been deemed illegitimate. Moreover, offensive lockouts by corporations and employers have also been perceived as illegitimate.

Even though they were outside the realm of labor relations, a  green light was given to political strikes during the 2023 protests,  driven, in part, by the formation of an epistemic community. This group of professional-liberal elites, including academics and scientists, economists, and doctors, were supportive of political strikes. They operated alongside other elite groups, and a mainly economic elite of employers, corporations, and capitalists who support the existence of political strikes and consider them a legitimate course of action. Political strikes also gained legitimacy since they were accompanied by political lockouts initiated  by various elites.

The power resources theory may explain the phenomenon of the increased use of political strikes as part of the 2023 protests. The approach describes an increase in labor collective measures despite a decline in union density, a reduction in the power of the labor parties, and the pushing of labor organizations outside the political arena. The approach holds that workers’ organizations may be very active in strikes today, but unlike in the past, this is manifested around broad public and social issues. The approach claims that various factors, including networks of relationships with other groups, lead to the increasing ability  of labor organizations to act. In this context, the article will present a new corporate power resources approach. Due to the rise of neoliberal forces, the exclusion of labor organizations from the political arena strengthens the ability of corporations to act within the framework of political lockouts.  In return, this allows for the legitimization of political strikes that accompany lockouts. Among other things, this takes place against the background of networks of connections that are created between trade unions and corporations, epistemic communities, and elites. Moreover, the legitimacy of the strikes that took place as part of the 2023 protests can be also explained based on the concept of civil disobedience that justifies taking radical measures to oppose the abuse of power by the government.
